The United States Government offers Treasury Securities to the public. These are the debt financing instruments of the federal government and are often referred to simply as Treasuries. There are 4 types of securities available; they are Treasury bills, Treasury notes, Treasury bonds, and Savings bonds. 3 of the 4 types of treasuries are very liquid with the exception of the US Savings Bond.

Savings bonds are for the individual investor. They are offered by the Federal Government in the form of paper, although recently they have begun to offer electronic savings bonds as well. They are non-transferable (unless the taxes have been paid on accrued interest) and after they mature can be cashed in for the full amount of the note. The interest does not have to be reported to the IRS until the bond has matured.
